Uttarakhand, formed on 9 November 2000 from the hill districts of Uttar Pradesh, is aptly called the "Land of the Gods" - it is home to the most sacred sites of Hinduism, including the Char Dham (Badrinath, Kedarnath, Gangotri, Yamunotri), Haridwar, Rishikesh, and Hemkund Sahib. The Uttarakhand Transport Department manages RTO offices across all 13 districts, and all state-registered vehicles carry the UK prefix. The unique combination of high-altitude geography, year-round pilgrimage tourism, and emerging industrial and IT sectors creates one of India's most diverse RTO workloads.
Every year between May and October, millions of pilgrims travel to the four sacred shrines of Uttarakhand - Badrinath, Kedarnath, Gangotri, and Yamunotri. The Char Dham Yatra is not just a religious event; it is an annual logistical challenge of enormous proportions. In the 2023 season, over 56 lakh pilgrims registered for the Yatra - and virtually all of them required transport at some point.
The Uttarakhand RTO is at the centre of this management challenge. Every taxi, bus, and shared vehicle operating on the Char Dham routes must have a valid permit issued by the RTO. The state has implemented a Char Dham Vehicle Permission System, an online portal where vehicle operators register and receive digital yatra permits. The system integrates with traffic management at key checkpoints - Rishikesh, Srinagar (Garhwal), Rudraprayag - to ensure only permitted vehicles enter the yatra routes.
Uttarakhand's mountain roads, many of which cross altitudes of 3,000–4,800 metres, impose severe demands on vehicles. The RTO conducts special fitness inspections for commercial vehicles operating on high-altitude routes, checking brakes, tyres (snow chains are mandatory in winter), engine condition, and emergency equipment. Vehicles that fail these checks cannot obtain yatra permits. The RTO also coordinates with meteorological departments on route closure advisories during snowfall and monsoon-triggered landslides.
Not all of Uttarakhand is mountains and pilgrimage. The Haridwar-Roorkee-Kotdwar corridor in the Terai plains is one of India's most industrially dense areas relative to its size. The Haridwar SIDCUL industrial estate hosts factories for Bharat Heavy Electricals Limited (BHEL), Hero MotoCorp, Hindustan Unilever, and dozens of pharma and FMCG companies. The UK-05 (Haridwar) and UK-06 (Roorkee) RTOs are among the state's busiest for commercial vehicle registrations.
