UP-65 (Noida) and UP-78 (Ghaziabad) are the highest-traffic RTOs in the state, serving millions of residents of the Delhi-NCR region who work in Delhi but live in UP. These two offices handle an exceptionally large volume of NOC requests from residents relocating their vehicles to Delhi, as well as re-registration requests for vehicles brought from Delhi and other NCR states.
Lucknow, with RTO code UP-32, is the administrative headquarters of UP's transport department and houses the State Transport Authority (STA). The STA oversees permit issuance for interstate buses, national permits for goods vehicles, and coordination with the central government on transport policy. Lucknow's RTO also handles the highest volume of registrations among non-NCR UP cities, driven by the state capital's growing economy and expanding population.

Uttar Pradesh is home to some of India's most ambitious expressway projects - the Yamuna Expressway (165 km, Noida to Agra), the Agra-Lucknow Expressway (302 km), the Purvanchal Expressway (340 km, Lucknow to Ghazipur), and the under-completion Ganga Expressway (600 km). UP hosts the world's largest religious gatherings - the Kumbh Mela at Prayagraj (UP-85) draws tens of millions of pilgrims every 12 years, while Ardh Kumbh and Magh Mela draw millions more biennially. Mathura (UP-55) and Varanasi (UP-92) are perennially active pilgrimage destinations. As a major agricultural and industrial state, UP sees enormous goods vehicle traffic. National permit holders operating trucks in UP must comply with overloading regulations, valid fitness certificates, and PUC norms.
