Regional Transport Offices in Uttar Pradesh - Complete UP RTO Guide 2026

Uttar Pradesh is India's most populous state and home to one of the nation's most extensive RTO networks. With 75 RTO offices - one for each district - the UP Transport Department manages vehicle registrations, driving licences, and transport enforcement across a state spanning over 240,000 square kilometres and home to more than 24 crore people. All vehicles registered in UP carry the UP prefix, followed by a two-digit number identifying the district.

Vehicle ownership in Uttar Pradesh has grown dramatically over the past decade, driven by urbanisation, expanding road infrastructure (including multiple expressways), and rising incomes across tier-2 and tier-3 cities. UP now registers approximately 25–30 lakh new vehicles annually, placing it among India's top 3 states for vehicle registrations.

Key UP RTO Codes and Districts

With 75 RTOs spread across UP, here are some of the most significant codes:

  • UP-32 - Lucknow (state capital)
  • UP-14 - Agra
  • UP-25 - Kanpur
  • UP-65 - Gautam Buddha Nagar (Noida)
  • UP-78 - Ghaziabad
  • UP-85 - Prayagraj (Allahabad)
  • UP-92 - Varanasi
  • UP-70 - Bareilly
  • UP-80 - Meerut
  • UP-55 - Mathura

UP-65 (Noida) and UP-78 (Ghaziabad) are the highest-traffic RTOs in the state, serving millions of residents of the Delhi-NCR region who work in Delhi but live in UP. These two offices handle an exceptionally large volume of NOC requests from residents relocating their vehicles to Delhi, as well as re-registration requests for vehicles brought from Delhi and other NCR states.

Lucknow - The Hub of UP's Transport Administration

Lucknow, with RTO code UP-32, is the administrative headquarters of UP's transport department and houses the State Transport Authority (STA). The STA oversees permit issuance for interstate buses, national permits for goods vehicles, and coordination with the central government on transport policy. Lucknow's RTO also handles the highest volume of registrations among non-NCR UP cities, driven by the state capital's growing economy and expanding population.

Road Tax in Uttar Pradesh - Rates and EV Incentives

Uttar Pradesh charges road tax as a one-time payment at the time of vehicle registration. Current approximate rates for private vehicles are:

  • New private cars priced up to ₹10 lakh - 8% of ex-showroom price
  • Cars priced ₹10–20 lakh -strong>9%
  • Cars priced above ₹20 lakh - 10%
  • Two-wheelers - approximately 6–8% based on cost
  • Electric vehicles - exempted from road tax under UP EV Policy
  • Second family vehicle - 25% discount (introduced under UP's family vehicle scheme)

UP's EV Policy offers some of the most comprehensive incentives for electric vehicle buyers in India, including purchase subsidies, road tax exemption, and reduced registration fees. The state has set a target of deploying 1 million EVs by 2026 and has been actively promoting EV charging infrastructure along its expressways. Use the Road Tax Calculator for a personalised estimate.

Expressway Culture and Transport in UP

Uttar Pradesh is home to some of India's most ambitious expressway projects - the Yamuna Expressway (165 km, Noida to Agra), the Agra-Lucknow Expressway (302 km), the Purvanchal Expressway (340 km, Lucknow to Ghazipur), and the under-completion Ganga Expressway (600 km). These expressways are managed by UPEIDA (UP Expressways Industrial Development Authority) and generate significant toll revenue, but they also require the RTO to enforce commercial vehicle regulations and permit systems for goods carriers using these routes.

Religious Tourism and Transport - Kumbh, Mathura, Varanasi

UP hosts the world's largest religious gatherings - the Kumbh Mela at Prayagraj (UP-85) draws tens of millions of pilgrims every 12 years, while Ardh Kumbh and Magh Mela draw millions more biennially. Mathura (UP-55) and Varanasi (UP-92) are perennially active pilgrimage destinations. The UP RTO plays a critical role in managing the enormous surge in buses, taxis, and private vehicles during these events, issuing temporary permits and coordinating with traffic police for route management.

Driving Licence Process in UP

Uttar Pradesh is one of the few states to have implemented automated driving test tracks across multiple district RTOs, not just in the state capital. The state was an early mover in eliminating manual driving tests, and automated facilities are now available in Lucknow, Noida, Ghaziabad, Agra, Kanpur, and Varanasi. For DL services, UP residents can use the Sarathi portal to book slots, submit applications, and check status online. Estimate your DL renewal costs with the DL Renewal Fee Calculator.

Commercial Vehicle Regulation in UP

As a major agricultural and industrial state, UP sees enormous goods vehicle traffic. Trucks carrying agricultural produce from UP's farms to Delhi and other markets form a significant part of the state's commercial vehicle fleet. National permit holders operating trucks in UP must comply with overloading regulations, valid fitness certificates, and PUC norms. The UP RTO conducts regular roadside enforcement drives in coordination with the transport police to check commercial vehicles for fitness, overloading, and permit compliance.
