Puducherry's road tax rates are significantly lower than those of its surrounding states - Tamil Nadu, Kerala, and Andhra Pradesh. This creates a genuine financial incentive for residents of border areas in these states to register their vehicles in Puducherry instead. The road tax differential can represent savings of ₹30,000–80,000 on a mid-range car, which has historically attracted "border shopping" for vehicle registration. The PY RTO and surrounding state RTOs monitor this activity, and vehicles registered in Puducherry must genuinely belong to PY residents to be eligible for the lower tax rate.
Puducherry's French Quarter (Ville Blanche) is one of India's most photographed urban areas - tree-lined boulevards, yellow French colonial buildings, and the sea promenade along the Bay of Bengal attract lakhs of tourists annually. This tourism generates significant demand for rental bikes and cars. The PY-01 RTO manages permits for Puducherry's growing fleet of tourist rental vehicles, including the Enfield motorcycles and colourful rental cycles that tourists use to explore the French Quarter.
