Meghalaya - Sanskrit for "abode of clouds" - is one of India's wettest states, receiving some of the highest annual rainfall on earth (Mawsynram in Meghalaya holds the record for the world's highest average annual rainfall). The Meghalaya Transport Department manages RTO offices across all 12 districts, with the main office in Shillong (ML-01), the state capital. All Meghalaya-registered vehicles carry the ML prefix. Shillong, historically known as the "Scotland of the East," is a vibrant hill city and the commercial and educational hub of the northeastern region.
Meghalaya's sub-surface is rich in coal, particularly in the Jaintia Hills district. The state's coal mining industry - dominated by small, family-owned mines called "rat hole mines" - has been a subject of legal controversy. The National Green Tribunal (NGT) imposed a ban on rat hole coal mining in 2014, and subsequent Supreme Court orders have regulated the sector significantly. Despite this, coal transport vehicles remain a significant presence on Meghalaya's roads, particularly in Jowai (ML-02) and Khliehriat areas. The ML RTO manages permits for these vehicles while navigating complex legal requirements from the NGT ban period.
