Lakshadweep - Sanskrit for "One Hundred Thousand Islands" - is India's smallest Union Territory by area, comprising 36 coral islands, atolls, and reefs in the Arabian Sea, approximately 220–440 km west of the Kerala coast. Of these 36 islands, only 10 are permanently inhabited, with a total population of approximately 65,000 people. The LD-coded vehicles of Lakshadweep represent the smallest vehicle fleet of any Indian state or UT, given that land area on each island is measured in square kilometres rather than hundreds or thousands.


A Unique Transport Universe

Lakshadweep's transport ecosystem is unlike anywhere else in India. Each inhabited island is a self-contained unit for ground transport - you cannot drive between islands. The islands themselves are so small that the longest road on any single island barely exceeds a few kilometres. Kavaratti, the administrative capital (LD-01), is just 3.93 square kilometres in area. The total road network of Lakshadweep across all inhabited islands is only a few dozen kilometres.


Despite this, motorised two-wheelers have become the primary mode of intra-island transport for residents, supplementing the traditional mode of walking and cycling that served islanders for centuries. The introduction of two-wheelers has created new transport regulation needs, including the need for driving licences, insurance, and vehicle registration - all managed by the LD RTO office in Kavaratti.


Ecological Sensitivity and Transport Restrictions

Lakshadweep's coral ecosystem is among the most biodiverse and most vulnerable in the world. The UT administration has strict regulations on vehicle types permitted on the islands to minimise environmental impact. Diesel vehicles are being phased out in favour of electric alternatives, and the administration has been promoting electric two-wheelers and solar-powered light vehicles for government use. New private vehicle registrations are subject to more scrutiny than in mainland India, given the ecological sensitivity of the island environment.
