Karnataka is one of India's most forward-thinking states when it comes to transport regulation and digitisation. The Karnataka Transport Department manages over 70 RTO and sub-RTO offices across 31 districts, with the majority concentrated in Bengaluru (Bangalore), which alone accounts for the largest share of vehicle registrations in the state. All vehicles registered in Karnataka carry the KA prefix, and the two-digit code following it identifies the specific RTO district.
Karnataka consistently ranks among India's top 5 states in annual vehicle registrations. The state's booming IT sector, high per-capita income in urban areas, and rapid expansion of infrastructure have all contributed to exponential growth in vehicle ownership. In 2024–25, Karnataka introduced several notable amendments to its Motor Vehicles Taxation Act, impacting road tax rates for both conventional and electric vehicles. This guide covers everything a vehicle owner needs to know about Karnataka's RTO system.
Bengaluru has more dedicated RTO codes than any other city in Karnataka, reflecting its enormous vehicle population. Key KA RTO codes include:

Karnataka has been one of the more active states in revising its road tax structure. Two important amendments were made in 2024 and 2026:
Amendment Act No. 3 of 2024 (Karnataka Motor Vehicles Taxation Second Amendment Act, 2024): This introduced an additional registration cess on all new non-transport private vehicles, meaning that buyers of new cars in Karnataka now pay the base road tax plus an additional cess component. For a new car priced at ₹8 lakh in Bengaluru, the effective road tax including cess is approximately 14% of ex-showroom price, which works out to roughly ₹1.12 lakh.
Amendment Act No. 24 of 2026: This further amended commercial vehicle taxation provisions, notified in the Karnataka Gazette on 4 April 2026. It removes certain cost conditions for commercial vehicle tax, streamlining the calculation process for fleet operators and logistics companies.
Karnataka's approach to EV taxation has evolved significantly. After fully exempting EVs in 2017, the state began taxing premium EVs (above ₹25 lakh) from March 2024. As of 2026, a tiered EV tax structure applies to all four-wheeled EVs except electric two-wheelers, which continue to enjoy exemption. Use the Road Tax Calculator for a real-time estimate based on current Karnataka slabs.
Karnataka has implemented a fully digital pre-registration system for new vehicles. The road tax calculation happens online before you even visit the RTO, and many dealerships complete the entire registration process end-to-end through the Vahan portal. Physical visits to the RTO are required mainly for vehicle inspection and in cases where documentation issues arise. For vehicles transferred from other states, the re-registration process requires:
If a vehicle is used in Karnataka for more than 30 days without paying road tax, it can be impounded by the RTO. If the violation extends beyond one year, the owner may be required to pay the full lifetime road tax plus penalty.
Karnataka made High-Security Registration Plates (HSRP) mandatory for all vehicles registered before April 2019. Vehicle owners must book HSRP plates online through the Karnataka Transport Department portal or the authorised HSRP vendor portal. The HSRP features a laser-engraved chassis number, a snap-lock fitting mechanism that makes removal difficult without damage, and a colour-coded sticker indicating fuel type - critical for monitoring polluting vehicles on Karnataka's roads.
Karnataka uses the Sarathi portal for all driving licence services and has established automated test tracks in Bengaluru and several district headquarters to eliminate manual bias in the driving test process. The state issues over 15 lakh driving licences annually. Karnataka was one of the first states to integrate DL records with DigiLocker, allowing residents to carry digital DLs on their smartphones as legally valid documents. The fee for a learner's licence in Karnataka is ₹200, while the permanent DL fee is ₹200 per vehicle class. If your licence has expired, use the DL Renewal Fee Calculator to estimate the applicable late fee.
Bengaluru has emerged as India's electric vehicle capital - not just for passenger vehicles but for the entire EV startup ecosystem. Companies like Ather Energy, Ola Electric, and Ultraviolette are headquartered here, and the city has the highest density of EV charging stations and EV-related startups in India. Karnataka's RTO has created dedicated fast-track registration lanes for EVs at major Bengaluru RTOs to handle the growing volume of electric vehicle registrations.
